Perry Bullard was born September 2, 1942 in Cleveland, Ohio. He received a bachelor's degree from Harvard in 1964. From 1964 until 1968 he served in the United States Navy. Returning to civilian life, he entered the law school of the University of Michigan, from which he graduated in 1970. In 1971 he became the law clerk to Justice Paul Adams of the Michigan Supreme Court. In November 1972 he was elected to the Michigan House of Representatives.
